Public Sector Experience
City of Arlington, Texas (33 YEARS, 1972 to 2005)
Deputy City Manager (2003 to 2005)
Responsible for the daily leadership and operations of the city’s administrative group, which included the departments of finance, treasury, budget, human resources, information technology, support services, 911 dispatch service, and facilities services. Additional responsibilities included chairing the city’s investment committee to ensure that effective staff support was made available to the city council’s municipal and fiscal policy committees as well as providing oversight for the preparation of the annual general fund operating and capital budgets; including oversight of the city’s annual general obligation bond and certificate of obligation sale in support of the city’s capital programs.
Director of Utilities (1996 to 2003)
Served as department head reporting to a Deputy City Manager. The department operated as an enterprise fund that was solely supported through the rates and fees of the department related to the provision of water service and wastewater service for the city's 100 square mile corporate limits. Responsibilities included the: operations and maintenance budgets; capital programs and budgets; service delivery activities of all areas related to the provision of potable water treatment and distribution, wastewater collection and treatment, engineering services, customer services, warehousing and dispatch operations.
Assistant Director of Utilities (Field Operations, 1989 to 1996)
Responsible for the leadership of the water treatment and production division of the department. This included the budgetary, staffing, operational and maintenance for water treatment plants, pump stations, elevated tanks, Lake Arlington Dam and operations, and wastewater lift stations.
Assistant Director of Utilities (Treatment & Distribution, 1975 to 1989)
Responsible for the leadership of the water treatment and production division of the department. This included the budgetary, staffing, operational and maintenance for water treatment plants, pump stations, elevated tanks, Lake Arlington Dam and operations, and wastewater lift stations.
Industrial Waste Supervisor (1972 to 1975)
Established the city's first industrial waste program. This included the following activities.
Developed, implemented, and supervised an “Industrial Waste and Pretreatment” program Authored City of Arlington Industrial Waste Chapter and provided oversight for subsequent revisions.
Served as: Arlington City Council's appointed Texas Senate Bill 835 Water Pollution Control and Abatement Director
Served on technical advisory committees of the Water Resources Council of the North Central Texas Council of Governments.
Developed, staffed, equipped, and supervised a state-of- the-art analytical laboratory. Conducted field sampling and laboratory analyses of ground and surface waters, wastewaters, and sediments.
Initiated and directed municipal water pollution control and abatement programs.
Represented City related to industrial waste and watershed protection before external boards and administrative hearings for state agencies.
