Charles F. Anderson – Experience in Water Treatment and Production Projects
The following projects and studies represent the Charlie F. Anderson’s experience during a career with the City of Arlington, Texas Water Utilities Department. Involvement in every project was as a participant, project manager, or as the Director of Utilities responsible for the proper completion of the project.

2002, Elevated Tank Rehabilitation
Southeast 1.0 MG ET structural repair, interior/exterior paint, safety improvements.
2002, Water Treatment Plant Improvements
Replace PBSWTP sludge drags 1-3, automate sludge drains, install emergency generator, repair PBSWTP and PBNWTP clearwells, replace PBSWTP flocculators in basins 1-3, single alum addition mixer, repair basin walls/joints.
2002, Lift Station (LS) Replacement
Replace 360 & Timberview LS, rehab Water Way LS.
2001, Elevated Tank Rehabilitation
Harwell 2.0 MG ET structural repair, interior/exterior paint, safety improvements.
2001, Elevated Tank Demolition
Demolish Martin Sprocket 0.15 MG elevated tank and piping on source water and the cost associated with it.
2000, JFKWTP Expansion I
Expanded 32.5 to 65 MGD. Added one ozone generator, 2 sedimentation basins, one 5 MG clearwell, one 1 MG backwash recycle basin, 2 high service pumps, new emergency generator, chemical mixer, and 6 filters.
1999, Elevated Tank Rehabilitation
Great Southwest 1.0 MG ET structural repair, interior/exterior paint, safety improvements.
1998, Pump Improvements
Pierce Burch WTP raw water Pump #5, new diesel generator at raw water pump station, and new high service motor control center

PBNWTP - Replace horizontal high service pumps 5 & 6, demolish & dispose of pumps 1-4.
1998, Elevated Tank Rehabilitation
Northwest 1.0 MG ET structural repair, interior/exterior paint, safety improvements.
1997, Water Treatment Plants’ Modifications
Ozone & GAC Install ozone & GAC filters at JFKWTP & PBSWTP, filter BW blowers, and air/water Leopold filter under drains.
1996, Chemical Storage Improvements
Installed bulk chlorine & ammonia tanks, modify chemical building, installed new chlorine scrubbing, and the hydrofluorosilicic acid tank and feed systems.
1996, SCADA System Modifications – JFKWTP
Converted JFKWTP mini-computer control system to Intellution
1994, Lake Arlington Dam Parapet Wall
Constructed 5.5-foot-tall parapet wall on dam to contain maximum probable flood and improved the rip rap on the water side of the earth core dam.
1994, Transfer Valve
Added a 16-inch transfer valve at Green Oaks distribution system pump station. Allowed backfilling of 4 MG ground storage tank from upper pressure plane during non-peak hours for redistribution during peak hour demands.

Updated Motorola equipment and Intellusion software
1993, Well Site Demolition
Demolished: TO Harris elevated tank (ET), Grace-Howell and Double-"Y" pump stations, Spring Miller Court well system, and plugged the associated Paluxy and Trinity wells.
1993, Lift Station Rehabilitation
Replaced Tiffany Park & Feather Beach screw pump lift stations with submergible pumps.
1992, Radio Telemetry
Eliminated dedicated leased phone line telemetry - Installation of SCADA system, RTUs, Intellusion software for the treatment plants and remote monitored and controlled sites.
1991, New Water & Wastewater Laboratory
Constructed new 10,000 square foot full-service lab building at Pierce Burch WTP site. The lab contained dedicated clean rooms and preparation rooms for sample receipt and processing. It included full instrumentation up to GC/MS.
1990, Natural Gas Driven Pump Engine Drive and Pump
Installation of natural gas pump engine & 20 MGD vertical turbine pump for redundancy and peak shaving at the PBSWTP.
1990 to 1993 Field Operations Restructuring, Rightsizing, and Skill Based Compensation
Evaluated crew sizes, equipment, and worked to implement restructured and rightsized staff through attrition and implementation of skill-based compensation in conjunction the development of a decision assist manual for the field crews.
1986, 60" Raw Water Pipeline
Pipeline to serve the new John F. Kubala Water Treatment Plant (JFKWTP), formerly referred to as the Southwest Water Treatment Plant before the City Council renamed it for Mr. Kubala. The project included a Hydropower building and low head turbine and controls.

1984, Pressure Plane Transfer Valve
Transfer valve at Mayfield & Matlock Roads to provide capability to transfer water from the upper to the lower pressure plane.
1984, Green Oaks Pump Station Inlet Pipeline Modifications
30" inlet pipeline and control valve
1983, Water Treatment Plant Rehab, Uprating, and Upgrading
Uprated 24 to 40 MGD million gallons per day without process unit additions. Improved headworks removed hydraulic bottlenecks, improved plug flow through processes and chemical mixing, and rehabilitated and modified the pipe gallery.
1980, Water Treatment Plant Expansion
Expanded PBSWTP from 48 to 96 MGD. Added 8 filters, 3 sedimentation basins, and one wash water recycle basin.
1980, Green Oaks Pump Station Expansion
Addition of 3 vertical turbine pumps (5-7) & west side of the building.
1980, Roadways Redesign and Upgrade
Replaced PBWTP roadways with concrete, curbs, etc. Improved the circulation and traffic flow for chemical deliveries.
1979, 6 MG Clearwell
Added new 6 MGD clearwell at the PBSWTP.
1979, Maintenance Building
Converted existing PBNWTP chemical storage and feed building into a water treatment division maintenance facility.
1979, Green Oaks Pump Station
New distribution system pump station to re-pump from the lower pressure plane into the upper pressure plane consisting of a partially buried Preload 4.0 MG ground storage tank, building, 4 vertical turbine pumps, re-chlorination facilities with full chlorine scrubbing and neutralization capability.
1978, Fueling Station
New fueling station at PBSWTP to serve entire City fleet.
1975, 60 & 54-inch Raw Water Pipelines
Pipelines from new raw water pump station at Lake Arlington to PBSWTP.
1974, New Lake Arlington Raw Water Pump Station Building
Carbon tanks and feed system, 3 pumps - 34,000, 27,800, & 34,000 gallons per minute (GPM) to serve new PBSWTP and existing Pierce Burch North Water Treatment Plant (PBNWTP).
1973, Water Treatment Plant Expansion
Expanded Pierce Burch South Water Treatment Plant (PBSWTP) from 8 to 48 million gallons per day (MGD). Added 8 filters, 2 sedimentation basins, 4-million-gallon (MG) clearwell, 2 high service pumps, and one washwater recycle basin.

2003, Water Utilities Department Organizational Overview
Evaluated and reported to the City Council Citizen Budge Review Committee a summary of improvement initiatives undertaken since 1980. Key findings were provided that included detail cost savings, cost avoidance, competitiveness initiatives, leverage of technology to improve operations and maintenance, managed competition activities, bond rating improvements, customer service enhancements, and staff/organizational improvements.

Evaluate the feasibility of using membrane technology. Preliminary study to determine if membrane technology could be used
2002, Alternative Water Treatment Capacity
Evaluation of expanding the JK WTP to 97.5 MGD vs. ozonation PBNWTP.
2000, An Evaluation of WT Plant Residuals Management Options
Physical characteristics of sludge, evaluation of use of sludge at City landfill, cost comparison of sludge disposal methods.
1999, Investigation of Lake Arlington Operation Policies
Prepared for Tarrant Regional Water District. Evaluates alternatives and costs for keeping Lake Arlington at a more constant level.
1998, Risk Management Plan
Development of Federally mandated plan to mitigate the risks of chlorine and ammonia releases.
1995, Investigation of Alternative Disinfection and Treatment Strategies
Evaluated alternatives for meeting disinfection by-product regulations and reducing taste and odor. Piloted ozone and GAC filters.
1994, Water Treatment and Distribution System Energy Audit
Energy audit of Water Treatment facilities. Review of electrical rates, pump performance, HVAC.

1994, Volumetric Study of Lake Arlington
Updated Lake Arlington capacity table and map of lake contours.
1991, Review of Alternatives to Increase Lake Arlington Spillway
Reviewed the alternatives available to pass through 100% of probable maximum flood at Lake Arlington and updated lake capacity table by correcting for sediment deposition and changed shoreline conditions due to dredge and fill operations that were used to construct executive housing additions immediately adjacent to the east shore of the lake.

Evaluation of alternative sources of irrigation for golf courses, Bowman Springs Park, River Legacy Park, and Dunlop Sports Complex.

Master plan for distribution system improvements.
1990, Laboratory Expansion
Study to evaluate the alternatives of expanding existing laboratory at the Pierce Burch Administration building or constructing a new lab.
1985, Investigation of the Raw Water Pumping and Supply Line System
Recommended improvements to provide adequate raw water supply through 2000. Field testing of pumps.
1982, Renovating and Upgrading the PBNWTP
Preliminary design report - hydraulic review, and provision of recommendations for equipment replacement at the PBNWTP.
1982, PBNWTP Treatability Study
Treatment alternatives for reducing THMs and review of processes to minimize chemical usage.
1982, Report of Water Distribution System
Update of 1979 distribution study by Freese & Nichols.
1980, Chemical, Physical & Viral Analyses of Lake Arlington Sediment
Sediment deposition study in Lake Arlington that included mapping the sediment deposits, nutrient, heavy metals, biological, physical, and viral analyses of the sediments to determine what, if any, potential existed for release of harmful contaminants when the lake was stratified, and the sediment layer was exposed to an anoxic reducing environment.

Audit of energy consuming equipment. Recommended energy conservation measures.
